rules relative to utilization of submerged lands owned by
the State of Florida (referred to as sovereign lands) are
extremely complicated and open to interpretation. Woods
Consulting has addressed these regulations on numerous projects
to resolve state land issues resulting from enforcement
activities by the Department of Environmental Protection
or the Army Corps of Engineers. Woods Consulting also has
to secure state submerged land leases from the DEP for the
majority of all multi-use and commercial projects which
are permitted. Woods Consulting has also been very active
in effecting rulemaking proceeding at the state level to
revise regulations for the benefit of our clientele.
